Why the seat minimum matters more than the seat price
A seat minimum is the smallest number of licenses a vendor will sell you. It rarely shows up in the headline price, and it is the reason a "$X per user" dialer can cost a solo founder several times what the page suggests. For a team of one to three, or for a pilot on a few reps, it is usually the first filter.
The people who should care most:
- Founders who sell. You are the only rep, and you want to know if outbound works before you hire.
- A startup's first SDR. One seat, a new list and a 90-day window to prove the channel. See best sales dialers by team type.
- Small SDR pods of two to five, where a 9-seat minimum doubles or triples real cost per rep.
- Managers running a pilot on two or three reps before rolling out to the floor.
- Agencies whose headcount on a client swings month to month.

Seats you pay for vs reps who dial
Prices aside, minimums set a floor on how many licenses you carry. This table shows the licenses a team must buy at each size. Where a vendor publishes no price, it is the clearest way to compare.
| Reps dialing | No-minimum tools | Nooks / JustCall (2) | Aircall (3) | Orum (9) |
|---|---|---|---|---|
| 1 | 1 | 2 | 3 | 9 |
| 2 | 2 | 2 | 3 | 9 |
| 3 | 3 | 3 | 3 | 9 |
| 5 | 5 | 5 | 5 | 9 |
| 9 or more | Same as reps | Same as reps | Same as reps | Same as reps |
At one rep, Orum's minimum means paying for eight idle seats. At five reps, four. The minimum stops mattering at nine, which is exactly the team size Orum is built for. That is a fair design choice for Orum and a reason small teams look elsewhere.
TwinsAI: no seat minimum, seven CRMs
TwinsAI has no seat minimum: a team of one can start. It dials up to 8 lines, bridges a live human to the rep in under 450ms, validates each number with the carrier before dialing, and integrates natively with HubSpot, Salesforce, Close, Attio, Outreach, Zoho and HighLevel. That CRM list is the main difference from the other no-minimum tools here, most of which name HubSpot and Salesforce or work through a browser extension.
- Best for: founders and small SDR teams on Close, Attio, Zoho, HighLevel or Outreach, and anyone who wants AI screener handling (ScreenPass) on mobile-heavy lists.
- Trade-off: dollar prices are not published. Dialer pricing shows Starter for solo users, Scale for teams of up to 5 and Enterprise for 6 or more, and you get a quote.
- Trade-off: the solo Starter tier does not include parallel dialing. Scale dials up to 4 lines and Enterprise up to 8.
The other no-minimum options, with honest trade-offs
Salesfinity: the most transparent dedicated parallel dialer
Its pricing page publishes every price, lets 1 to 5 licenses check out by card, and its Nooks comparison states there is no seat minimum. Best for HubSpot or Salesforce teams who want to start today. Trade-off: at $299 a month on monthly Gold it is not cheap, and HubSpot and Salesforce are the CRMs named on the pricing page.
Trellus: individual plans inside the tools you already use
Trellus prices Power at $99.99 and Power + Parallel at $149.99 a month for individuals, and runs as a Chrome extension inside HubSpot, Salesforce, Close, Attio, Zoho, GoHighLevel and more. Best for a single rep who lives in one CRM tab. Trade-off: team features are custom priced, and behavior depends on the extension and your CRM plan.
DialSheet: the lowest software price, with telephony on you
DialSheet's pricing is $29 a seat for Pro, which includes parallel dialing up to 5 lines on your own Twilio account, with Twilio usage billed separately. A managed line is $49 a month with 2 lines at first. Best for technical founders comfortable running a Twilio account. Trade-off: you own the telephony setup and bills, and charges are non-refundable.
CallCloud: a flat month-to-month parallel seat
CallCloud's pricing is $125 a seat for its Parallel Dialer (up to 5 lines) and $60 for single-line, month to month, with unlimited US and Canada calling and no seat minimum. Best for small teams that want one predictable bill. Trade-off: the pricing page says "native CRM sync" without listing which CRMs; confirm yours.
CloudTalk: a phone system with a parallel add-on
CloudTalk's pricing guide lists a $39 Parallel Dialer add-on (up to 10 lines) on any plan; Starter plus parallel comes to $64 a month billed annually. Its pricing page says basic plans need one user and Expert needs three. Best for teams that also take inbound calls. Trade-off: it is a call-center platform first, so SDR workflows are lighter.
PhoneBurner: no minimum, but one line only
PhoneBurner's FAQ says seats run from one to hundreds with no contract. It is a single-line power dialer by design, at $140 a month billed annually. Best for warm lists where quality beats volume. Trade-off: not a parallel dialer, and US and Canada only.
Dialers with seat minimums, and when the minimum is fine
- Orum: 9 seats. Stated on its pricing page, with pricing on request. Fine if you have 9 or more reps on HubSpot or Salesforce and want a mature SDR platform. See Orum pricing.
- Nooks: 2 seats. Stated on its own review page, which says it is not ideal for one-person teams. Fine for a pod of two or more on HubSpot or Salesforce. See Nooks pricing.
- JustCall: 2 licenses on Team, Pro, Pro Plus and SalesPro, per its pricing page. Fine for a pair of reps who also need a business phone.
- Aircall: 3 licenses on most plans, per its help center. Fine if Aircall already runs your inbound.
- Kixie and Koncert: a seat minimum is not published on their pricing pages. Ask for it in writing before you sign.
A minimum is not automatically bad. Vendors that set one often bundle onboarding, coaching and a customer success manager into the price. The question is whether you will use the seats. If the answer is "not for six months", start with a no-minimum tool and revisit at scale. Our best parallel dialers list compares all of these on features as well.
How to run a two-rep pilot without overpaying
- Write down your baselineBefore the pilot, record dials, connects, conversations and meetings per rep-hour for two weeks. The cold calling metrics guide defines each one.
- Shortlist by CRM, then by minimumKeep only dialers that integrate with your CRM, then drop any whose minimum exceeds your pilot size.
- Ask for terms in writingMonthly or annual? Can seats drop after the pilot? Are numbers, minutes and add-ons included? A quote you can compare beats a headline price.
- Dial the same listSplit one list between the old and new setup for two weeks. Use the parallel dial connect-rate calculator to check whether the change matches what the math predicts.
- Decide on cost per meetingDivide the all-in monthly cost by meetings booked. The dials-to-meetings calculator helps you project it before the pilot ends.
